education system in Lebanon and to identify areas for improvement. By comparing
private and public schools in Lebanon, this study seeks to inform policymakers and
educators on how to improve the quality of education in Lebanon and to ensure that all
students have access to high-quality education regardless of their socioeconomic status.
The study will be conducted in the Mount Lebanon Province of Lebanon. We will
randomly select 5 to 10 schools to participate in the study. The surveys will be
administered to students in grades 9-12 and will include questions about academic
performance, resources, and teaching methods. We will also conduct interviews with
school presidents and teachers to gain insights into the differences between private and
public schools. The study will be conducted over a period of six months, with data
collection taking place during the first three months and data analysis and report writing
taking place during the remaining three months. The findings of the study will be disseminated through academic publications and presentations and will be shared with
policymakers and educators in Lebanon.

Introduction
The education system in Lebanon is characterized by a dual system of private and public
schools. Private schools are generally considered to provide a higher quality of education
than public schools, but they are also more expensive. This research study aims to
compare the academic performance, resources, and teaching methods of private and
public schools in Lebanon. By examining the differences between these two types of
schools, this study seeks to provide insights into the strengths and weaknesses of the
education system in Lebanon and to identify areas for improvement. Ultimately, this
research study aims to inform policymakers and educators on how to improve the quality
of education in Lebanon and to ensure that all students have access to high-quality
education regardless of their socioeconomic status.

Literature Review
Based on a survey of existing literature on the topic, we will describe the education
policy in Lebanon and how it differs between public and private schools:
In Lebanon, education policy is set by the Ministry of Education and Higher Education
(MEHE), which oversees both public and private schools. However, there are significant
differences in the way that education policy is implemented in public and private schools. Public schools are run by the government and are free to attend, while private schools are
run by private organizations and require tuition fees. Public schools are also subject to
more government regulations and oversight, while private schools have more autonomy
in their curriculum and policies. One key difference between public and private schools is
the language of instruction. Public schools use Arabic as the primary language of
instruction, while private schools often use French or English. This can create disparities
in access to education, as students who attend private schools may have better access to
higher education and job opportunities due to their proficiency in foreign languages.
Another key difference is the curriculum. Public schools are required to follow a
standardized national curriculum, while private schools have more flexibility in their
curriculum and can offer additional courses or extracurricular activities. This can give
students in private schools a broader range of educational experiences and opportunities
to excel academically. Finally, there are significant differences in the quality of resources
and facilities available to students in public and private schools. Private schools often
have more resources and facilities, such as libraries, computer labs, and sports facilities,
which can provide students with more opportunities to learn and excel academically. In
contrast, public schools may have limited resources and facilities, which can make it
more difficult for students to access the resources and support they need to succeed. By
understanding these differences, we can gain a better understanding of the challenges
facing the Lebanese education system and identify areas for improvement to ensure that
all students have access to high-quality education and resources, and comprehend
differences in the quality of education and resources available in public and private
schools. Public schools often have fewer resources, less qualified teachers, and less funding than private schools, which can negatively impact the quality of education that students receive. Private schools, on the other hand, often have more resources, better facilities, and more qualified teachers, which can lead to better educational outcomes for students. Overall, the differences in education policy between public and private schools in Lebanon can have significant impacts on the educational opportunities and outcomes of students, particularly those from disadvantaged backgrounds.

The Lebanese education system we would like to reform:
The Lebanese education system faces many challenges, including limited resources,
overcrowding, and low teacher salaries. To reform the education system, we need to
focus on several key areas. First, we need to invest more in public schools to help
improve facilities, resources, and teacher salaries. This can help to reduce overcrowding,
provide students with access to better resources, and attract and retain more qualified
teachers. Second, we need to focus on improving the quality of instruction by providing
more training and support to teachers and implementing new teaching methods that are
more student-cantered and interactive. Third, we need to work to reduce the achievement
gap between different regions and socioeconomic groups by providing more resources
and support to disadvantaged students. Finally, we need to focus on providing students
with a more well-rounded education by offering a wider range of extracurricular activities
and programs that can help to develop their creativity, critical thinking, and problem-
solving skills. By focusing on these areas, we can help to create a more equitable and
effective education system that provides all students with the resources and support they
need to succeed.

How public schools in Lebanon can improve:
Public schools in Lebanon face many challenges, including limited resources,
overcrowding, and low teacher salaries. However, there are several steps that can be
taken to improve the quality of education in public schools. First, the government can
allocate more funding to public schools to help improve facilities and resources. This can
help to reduce overcrowding and provide students with access to better resources, such as
libraries, computer labs, and sports facilities. Second, the government can work to attract
and retain more qualified teachers by offering higher salaries and better working
conditions. This can help to reduce turnover rates and ensure that students have access to
experienced and qualified teachers. Third, public schools can work to provide more
individualized attention to students by reducing class sizes and offering additional
support services, such as tutoring or counselling. Finally, public schools can work to
provide students with access to a wider range of extracurricular activities, such as sports,
music, and art programs. By taking these steps, public schools in Lebanon can help to
provide students with a high-quality education and ensure that all students have access to
the resources and support they need to succeed.
– In addition to providing more funding to public schools, the government can also work
to distribute resources more equitably across different regions and schools. This can help
to address disparities in the quality of education that students receive based on their
location or socioeconomic status.
– To attract and retain more qualified teachers, the government can also offer professional
development opportunities and career advancement paths for teachers. This can help to create a more stable and experienced teaching workforce, which can in turn lead to better
educational outcomes for students.
– To reduce class sizes and provide more individualized attention to students, public
schools can also explore alternative models of education, such as online or blended learning. These models can help to provide students with more flexibility in their learning and allow teachers to focus more on individualized instruction and support.
– Finally, public schools can work to build partnerships with community organizations
and businesses to provide students with access to a wider range of extracurricular activities. This can help to create a more engaging and dynamic learning environment for
students and can also help to build stronger ties between schools and their communities.

The Difference Between Public and Private Schools in Lebanon: A Comparative Analysis
In this study, we aim to identify the key differences between public and private schools
in Lebanon. We will focus on four key areas: funding, quality of education, teacher
recruitment and retention, and extracurricular activities.

Methodology:
1. Literature review: We will conduct a comprehensive review of existing research on
education policy and practice in Lebanon, with a focus on public and private schools. This will include both academic and policy-oriented sources, as well as sources from
international organizations such as the World Bank and UNESCO.

2. Surveys: We will administer surveys to teachers, school administrators, and students in
public and private schools across Lebanon. The surveys will be designed to gather data
on a range of topics, including funding, quality of education, teacher recruitment and
retention, and extracurricular activities.
3. Interviews: We conducted some interviews ( Live interviews and online meetings )
with some school presidents and administrators to be asked about the school’s policy,
tuition fees, etc…

4.Data analysis: We will use a combination of qualitative and quantitative methods to
analyse the data collected through our literature review and surveys. This will include
descriptive statistics of survey responses and cross-case analysis of data from different
schools in mount Lebanon.

5. Recommendations: Based on our analysis, we will develop a set of recommendations
for improving the quality of education in both public and private schools in Lebanon.
These recommendations will be grounded in the data we have collected and will be
tailored to the specific needs and challenges faced by schools in different regions of the
country, but the research conducted especially in the mount of Lebanon.

Conclusion:

By providing a comparative analysis of public and private schools in
Lebanon, we hope to provide policymakers, educators, and other stakeholders with a
better understanding of the strengths and weaknesses of each type of school. Our
recommendations will be designed to help improve the quality of education in both
public and private schools, and to promote greater equity and access to high-quality
education for all students in Lebanon.

Findings:

While private schools are generally considered to provide a higher quality of education
than public schools in Lebanon, students can achieve their learning and high grades in
both types of schools. Private schools often have better resources and facilities, such as
libraries, computer labs, and sports facilities, but they are also more expensive. Some
private schools in Lebanon charge high tuition fees, which can make them inaccessible to
students from lower-income families. In contrast, public schools in Lebanon are free, but
they often struggle with overcrowding and limited resources. They may have larger class
sizes and fewer resources, which can make it more difficult for teachers to provide
individualized attention to students. Despite these differences, both private and public
schools in Lebanon are required to follow the same curriculum and meet the same
standards set by the Ministry of Education. However, private schools have more
flexibility in their curriculum and can offer additional courses or extracurricular activities
that public schools may not have the resources to provide. Private schools also tend to have more experienced and qualified teachers, as they can offer higher salaries and
benefits. In contrast, public school teachers in Lebanon often face low salaries and poor
working conditions, which can lead to high turnover rates and a shortage of experienced
teachers. Overall, private schools in Lebanon are often seen as a status symbol and a way
for families to provide their children with the best education possible. However, public
schools remain an important part of the education system in Lebanon and provide access
to education for many students who cannot afford private school tuition.

Discussion
The topic of private versus public schools in Lebanon is an important one, as it has real-
world implications for students, families, and the education system. While private schools
are generally considered to provide a higher quality of education than public schools,
they are also more expensive and may be inaccessible to students from lower-income
families, while conducting an interview with the private school’s president he told us
about the tuition fees and it was like a huge number and very little amount of people who
could afford it, while public school’s president told us that they even accept students
without any fees. Public schools, on the other hand, remain an important part of the
education system in Lebanon and provide access to education for many students who
cannot afford private school tuition. However, public schools often struggle with
overcrowding and limited resources, which can make it more difficult for teachers to
provide individualized attention to students, For example, a private school student
mentioned “Why would I be in a school which can’t even afford biology laboratories.” In
fact, this sentence makes sense because every student has the right to get experienced in the field of the course. Despite these differences, both private and public schools in
Lebanon are required to follow the same curriculum and meet the same standards set by
the Ministry of Education. It is important to continue studying the differences between
private and public schools in Lebanon to identify areas for improvement and ensure that
all students have access to high-quality education.

1. Funding:
– Private schools in Lebanon receive more funding per student than public schools, which
allows them to provide better resources and facilities.
– However, the high cost of private school tuition can make them inaccessible to students
from lower-income families.

2. Quality of education:
– Private schools in Lebanon generally provide a higher quality of education than public
schools due to their better facilities, smaller class sizes, and more experienced teachers.
– However, public schools play an important role in providing education to a wider range
of students, particularly those from lower-income families who may not be able to afford
private school tuition.

3. Teacher recruitment and retention:

– Private schools in Lebanon are better able to attract and retain highly qualified teachers
due to their higher salaries and better working conditions.
– However, public schools struggle to recruit and retain highly qualified teachers, which
can lead to high turnover rates and less experienced teaching staff.

4. Extracurricular activities:
– Private schools in Lebanon are more likely to offer a wide range of extracurricular
activities, which can enrich students’ educational experiences.
– However, public schools may have fewer extracurricular activities due to limited
funding and resources.
Noted that these suggestions are not only our suggestions, but we also collected them
from articles, surveys, and interviewers.

Conclusion
This study has explored the differences between private and public schools in Lebanon.
Our findings suggest that private schools generally provide a higher quality of education
than public schools due to their better resources, facilities, and teaching staff. However,
the high cost of private school tuition can make them inaccessible to many students,
particularly those from lower-income families. Public schools play an important role in
providing education to a wider range of students, but they struggle with limited resources
and a shortage of experienced teachers. The implications of our research are significant for policymakers, educators, and parents
in Lebanon. Policymakers should consider ways to improve public school funding and
teacher recruitment and retention to provide a more equitable education system.
Educators should strive to provide high-quality education to all students, regardless of
their socioeconomic status. Parents should carefully consider their options when choosing
a school for their children, considering factors such as cost, quality of education, and
extracurricular activities.
